Background of the Study
Urban renewal initiatives are often implemented in cities experiencing rapid urbanization, dilapidation of infrastructure, and overcrowding. These projects typically involve the revitalization of old or rundown urban areas, with a focus on improving infrastructure, public spaces, and housing. However, while urban renewal has the potential to improve living conditions, it also comes with risks, particularly the displacement of low-income residents who can no longer afford the increased property values and rents resulting from these initiatives (Ademola & Waziri, 2024).

In Jos, Plateau State, urban renewal efforts have been aimed at addressing the city's deteriorating infrastructure, expanding housing, and promoting economic development. However, there is growing concern that these initiatives may lead to the displacement of vulnerable communities, particularly those in informal settlements and low-income housing areas. The potential for displacement arises from factors such as rising property values, gentrification, and the limited availability of affordable housing in newly revitalized areas. This issue has been particularly acute in Nigerian cities, where urban renewal projects often fail to include mechanisms to protect the rights of low-income residents.

This study seeks to examine the impact of urban renewal initiatives in Jos, with a specific focus on displacement risks and the social consequences for affected communities.

Statement of the Problem
While urban renewal initiatives in Jos have improved infrastructure and public spaces, they have also led to concerns about the displacement of low-income communities. Many of the residents in areas targeted for renewal cannot afford the rising costs of housing and living expenses, leading to forced relocation or social exclusion. The lack of effective policies to mitigate displacement risks poses significant challenges for policymakers, urban planners, and communities in Jos. This study seeks to examine the extent to which urban renewal initiatives in Jos contribute to displacement risks and the impact on vulnerable communities.

Objectives of the Study

1. To examine the impact of urban renewal initiatives on housing affordability in Jos, Plateau State.

2. To assess the risks of displacement faced by low-income communities in Jos due to urban renewal efforts.

3. To recommend strategies for mitigating displacement risks while implementing urban renewal initiatives in Jos.

Research Questions

1. How do urban renewal initiatives impact housing affordability in Jos, Plateau State?

2. What displacement risks do low-income communities face as a result of urban renewal initiatives in Jos?

3. What strategies can be employed to mitigate displacement risks in urban renewal projects in Jos?

Research Hypotheses

1. Urban renewal initiatives in Jos lead to increased housing costs, making housing unaffordable for low-income communities.

2. Displacement risks associated with urban renewal initiatives negatively affect the social fabric of low-income communities in Jos.

3. Implementing protective measures, such as affordable housing quotas, can reduce displacement risks in urban renewal projects in Jos.

Scope and Limitations of the Study
This study will focus on urban renewal initiatives in Jos, particularly those that have targeted low-income housing and informal settlements. It will assess the impact of these initiatives on housing affordability and displacement risks. Limitations include potential challenges in gathering data from affected communities and the lack of comprehensive records on displacement cases.
